Virginia Pesticide Control Board - Member Profiles
The Pesticide Control Board was created to promulgate pesticide regulations in the Commonwealth. Twelve members are appointed by the Governor. Ex-officio members include the State Forester, the Dean of the College of Agriculture and Life Sciences at Virginia Tech, and the Dean of the School of Agriculture, Science and Technology at Virginia State University. Dr.
George W. Brown

Dr. Brown was formerly the Head of the Biology Department at both Norfolk
State University and Kentucky State University, Staff Researcher with the
Procter & Gamble Company, and Associate Scientist with Ortho Research Foundation.
He holds a Ph.D. and M.S. in Bacteriology from the University of Wisconsin,
and a B.S. in Biology from Saint Augustine's College. Currently Dr. Brown
serves on numerous community and professional organizations, including the
Chesapeake Bay Foundation's Hampton Roads Advisory Committee, Chesapeake Bay
Foundation Board of Trustees, Elizabeth River Project Board of Directors,
New York Academy of Sciences, American Society for Microbiology and Sigma
Xi Research Society.
Dr. William (Bill) Cleveland Bosher, Jr.

Dr. Bosher is the Executive Director of the Commonwealth Education Policy
Institute and is a distinguished professor for Virginia Commonwealth University
in the School of Education and Center for Public Policy. He has a B.A. in
English from the University of Richmond, a Masters of Education in Counseling
from Virginia Commonwealth University and an Education Doctorate of Administration
from the University of Virginia. Dr. Bosher serves on many boards and committees
such as Jobs for Virginia Graduates, Education Leaders Council, Richmond Metro
Chamber of Commerce, and the State Chamber of Commerce. He is a member of
several honorary societies including Phi Delta Kappa, Kappa Delta Pi, Omicron
Delta Kappa, Lychnos Society, Thespian Society and Phi Kappa Phi. Previously
Dr. Bosher has held the positions of Superintendent of Schools for Chesterfield
County Public Schools and Henrico County Public Schools, and Superintendent
of public instruction for the Commonwealth of Virginia. The American Association
of School Administrators recognized Dr. Bosher as Superintendent of the Year.
Donald E. Fritz

Mr. Fritz is president of a holding company which operates retail fertilizer
plants, peanut warehouses and a raw materials terminal in Virginia . He was
previously employed by three major U.S. corporations, Monsanto, Mobil Oil
and Allied Corporation, in senior management disciplines with national and
international responsibilities. He served as president of a national trade
association, has been elected to numerous industry boards in the U.S., and
was honored nationally by the agricultural supply industry as “Man of the
Year” for innovative marketing concepts and contributions to agricultural
marketing.
Carl E. Garrison, III

Carl Garrison is working his second tour of duty with the Virginia Department
of Forestry (DOF), currently as the State Forester. He started with the DOF
in 1980 after graduating from Virginia Tech and worked 15 years in various
forester positions, ending as the District Forester in southeast Virginia.
In 1995, Carl moved into the private sector as a consulting foresterand started
his own business, Garrison Forestry Services, Inc. After moving around the
country, he returned to Virginia in 2002 to become a Regional Forester in
one of the largest regions for the Forestry Department. In November of 2004,
Carl was appointed by the Governor as the new State Forester for the Virginia
Department of Forestry. Carl has been very active in the Society of American
Foresters (SAF) over the years and served as Chairperson for the Virginia
Division of SAF in 1985; he received the Young Forester Leadership Award from
the Virginia Division in 1989. He is an avid outdoorsman and waterfowl hunter.
Dr. Alma C. Hobbs

Dr. Hobbs is the Dean, School of Agriculture, Science and Technology, and
the Extension Program administrator at Virginia State University. Dr. Hobbs
earned her bachelor’s degree in home economics education from North Carolina
Central University, and both her master’s degree and doctorate in adult education
from North Carolina State University. Her 33-year public service career began
on the county level as an assistant home economics agent in Windsor, NC, a
home economics agent and 4-H agent in Nashville, TN, and a home economist
in Raleigh, NC. At Tennessee State University, Dr. Hobbs served as Extension
administrator, assistant professor, clothing specialist and director of the
Urban Families Program. She has held several posts with the US Department
of Agriculture, including special assistant and director of outreach and diversity;
deputy administrator for economics and community systems; deputy administrator
for families, 4-H and nutrition; and assistant deputy administrator for 4-H
youth development. Her professional affiliations include membership in the
National Epsilon Sigma Phi fraternity, the National Association of Extension
4-H Agents, the National Association of Family and Consumer Science, Alpha
Kappa Alpha Sorority, Inc., and the National Links Organization.
Richard A. Nunnally

Mr. Nunnally began his career with VA Tech’s Extension Service in Henrico County in 1968. He served as Agriculture Agent and Unit Director in Chesterfield County from May 1975 until his retirement in July of 2002 with 34 years of service. He holds a Masters Degree in Education from VA Commonwealth University and has received state and national awards for his work in public information. In April of 1998, Richard was awarded the prestigious Alumni Award of Excellence in Extension at VA Tech’s Founders Day ceremony. He is currently an adjunct instructor at J. Sargeant Reynolds Community College, writes a weekly column in the Saturday Times Dispatch Home and Garden section and is host of WCVE’s monthly gardening show “Virginia Home Grown” on PBS.

Sharron Quisenberry

Dr. Quisenberry is the Dean, College of Agriculture and Life Sciences and Director, Virginia Agriculture Experiment Station. She was Dean, College of Agriculture and Director, Montana Agricultural Experiment Station at Montana State University prior to coming to Virginia Tech. She has served eight years in department level administration and almost four years as Dean and Director. Under her leadership at Montana State University, the College of Agriculture/Agricultural Experiment Station rededicated itself to serving the needs of Montana and its citizens, while furthering agricultural and natural resource sciences. Dr. Quisenberry has also made several significant contributions to agricultural research. She has been successful in planning and implementing entomological research programs in several areas including wheat, rice forage crop and livestock systems. She is nationally and internationally recognized for her expertise in plant/insect interactions and plant resistance to insects. Currently, Dr. Quisenberry serves on the National Academy of Sciences' Board on Agriculture and Natural Resources, and on the Governor's Economic Policy Advisory Committee. She was most recently appointed by President Bush to serve on the Board for International Food and Agriculture Development and elected Fellow of the Entomological Society of America.
Robin A. Rinaca

Ms. Rinaca is general manager and owner of Eastern Shore Nursery, a wholesale
grower of ornamental trees and shrubs. She is currently on the Board of Directors
of Habitat for Humanity on the Eastern Shore and is active fund raising for
Shore Memorial Hospital. Her professional positions include past president
of the Eastern Shore Nurserymen's Association, past president of the Virginia
Landscape and Nursery Association and served on the Board of Governors of
the American Nursery and Landscape Association. She also served on the Board
of Directors of Broadwater Academy and is currently a vice-chair of the Parent's
Committee at St. Paul's School in Concord, NH. Ms. Rinaca received a B.S.
from James Madison University.
Mark D. Tubbs

Mark Tubbs is the Manager of Government Policy at Columbia Gas of Virginia.
He has a B.S. in Animal Science from Virginia Tech and a Master of Business
Administration from Averett College. Tubbs began his career as an extension
agent in Suffolk, Virginia and has also been employed by the Virginia Farm
Bureau as its coordinator of local affairs and political education. He has
served as the Executive Director for the Home Builders Association of Virginia,
Virginia Society of Professional Engineers and the Virginia Road and Transportation
Builders Association. For eight years, Tubbs worked for the Virginia Department
of Agriculture and Consumer Services as Director of the Office of Policy Analysis
and Development and as Program Manager for the Office of Dairy and Foods.
Linda Faye Wallace

Ms. Wallace, a native of Lunenburg County in Southside Virginia, was born and raised on a working tobacco farm. She currently lives in a rural setting on a couple acres of land in Lunenburg County. She states that one of her greatest passions is the preservation of ‘working’ farms in our area. She holds a B. S. degree from Longwood College. Prior to moving back “to the country” in 1995, she worked with the Veterans Administration Medical Center in Richmond, Virginia and in Milwaukee, Wisconsin, for 15 years. She worked with the Halifax Soil and Water Conservation District prior to being recruited for the Ag Development Director position, where she currently serves as an Associate Director. Ms. Wallace served as manager (and initial coordinator) of Southern Virginia Beef Alliance (SVBA), a feeder-cattle marketing group based in Southside Virginia, from 2002-2007. Currently, SVBA is the second largest marketing alliance (by volume) in Virginia; 2006 sales exceeded $1,000,000. Ms. Wallace serves on the Halifax County Economic Development Council; is a member of VISION 20/20 (a strategic planning committee for the county); and a member of the Agribusiness Council.
Joseph R. Wilson

President and owner of PermaTreat, Inc., a commercial pest control company,
Mr. Wilson has more than 32 years of experience in this field. He is a past
director in the National Pest Control Association and a past president of
the Virginia Pest Control Association. He was co-chairman of the Urban Pest
Control Research Center steering committee, which was successful in raising
more than $350,000 toward the establishment of the research center, the first
of its kind in the nation, at Virginia Tech. He is past chairman of the Mary
Washington Hospital Board of Directors and currently vice chairman of Medicorp
Health System, the parent company of Mary Washington Hospital. Mr. Wilson,
who was named 1987 Small Business Person of the Year in Virginia by the U.S.
Small Business Administration, attended both Washington and Lee University
and the University of Richmond.

Ms. White is Assistant Secretary-Treasurer of Green, Inc., a retail/wholesale supplier of crop protection products. A native of Winchester , VA , she has been affiliated with Green, Inc. for forty years. She also serves as Executive Secretary of the Virginia State Horticultural Society, and is a member of the Board of Directors of the Virginia Agri-Business Council and the Northern Virginia Work Force Investment Board. In 1992, she was named Agri-Business Person of the Year by the Winchester-Frederick County Chamber of Commerce.
